In the user account list view, an organization’s administrator (role “Account Administrator”) sees all users of an organization. From here the administrator can manage the users.
In the user account editor view, any user can modify her own data. A user doesn’t need special rights to be able to do that. The organization’s administrator can edit the data for all users that belong to an organization.
